ROCR-Lite guidance and processes

The Information Centre for health and social care (The IC) has been authorised by the Concordat
Forum to develop and manage several processes on its behalf. These are:

  • the ROCR-Lite (1) gateway
  • maintaining a comprehensive list of Concordat members collections on the IC's Information catalogue site 
  • ensuring the Concordat success measures about identifying and eliminating duplication in Concordat collections are met.

Background

ROCR-Lite has been developed to meet the Concordat’s aims of streamlining information collection and reducing duplication by providing a framework for Concordat members to demonstrate that they are undertaking their regulatory duties in the most efficient, least burdensome way.  The general principle of this framework is that members will keep ROCR informed of impending changes to their collections, and provide evidence that they are adequately using ROCR principles and best practice in collection design.  ROCR-Lite passes responsibility to signatories for many stages of the process.

Objectives

The ROCR-Lite process will:

  • Inform the design of any information collection activities you might be considering, (perhaps even providing a suitable alternative to collecting new data by telling you what is already available)
  • Provide assurance to healthcare organisations that all new and existing data collections are both necessary and avoid duplicating other collections
  • Maximise the sharing and harmonisation of information and data collections across Concordat signatories. Records will be maintained by the Information Centre in a Catalogue to ensure that we all have an up-to-date picture of what is collected across health and social care from all sources
  • Enable you to demonstrate conformance with the principles and guidelines on information gathering, use and sharing agreed by Concordat signatories
  • Help signatories demonstrate their compliance with the Concordat Success Measures on information sharing.

Evaluation

This is a new process, which will be kept under review. The IC will continue to liase with Concordat members to gain feedback on implementation.

(1) ROCR (the Review of Central Returns) is the Information Centre’s methodology for regulating information collections, enforced on behalf of Ministers for the Department of Health and those Arms Length Bodies that are not already Concordat members.
