In 2004, the Mental Health Act Commission ended pre-announced, team-based, “set-piece” inspections and instead, introduced a local team structure in which Commissioner inspect singly at short notice or unannounced, and impose very little burden on inspected bodies. Wherever possible, follow-up is immediate.
