Evaluation of costs and benefits

The aim is for all signatories to have in place individual programmes of evaluation, and also for the Concordat group as a whole to be able to report on the overall costs and benefits of the regulatory regime.  We have completed a review of current approaches to evaluation and drafted a report with recommendations for future convergence, now under discussion by group members. We have commissioned academic research into the available evidence for costs and benefits of healthcare inspection. This will also provide evidence on the best ways to take forward evaluation programmes. As a first example, the Healthcare Commission has produced a long-term evaluation strategy covering all its activities.

Regulatory impact assessment

The Healthcare Commission has developed a draft Regulatory Impact Assessment for its new Annual Healthcheck. The Regulatory Impact Assessment will be used as a template for others to use when developing new inspection programmes.
